I wanted to apply to a job, but the commute is 45 minutes each way from my house. Is that too far away? Will the employer even look at that?

Prospective employers will look at how far your commute is. As a general rule, people that travel long distances to get to work are not as likely to stay with the company long term, and they are more likely to ask for higher salaries. If this is a low paying job, you may want to reconsider whether or not you want the job, but if you don’t mind the commute personally and the pay is worthwhile to you, then there’s no harm in applying and pursuing it. You can always express your sincere interest in the job at the interview and make your case.
