When I was applying for jobs, I saw that there was a range given in the hourly pay, $15-$17/hr. What with this? Why don’t they know how much they will pay?

The range means that they have set aside a maximum amount that they will pay for the position if the person hired meets all of their qualifications for the job. If someone doesn’t have all of the qualities that they are looking for, or doesn’t have the same experience that they hope for, this leaves the company some wiggle room to adjust pay downward to meet the qualifications that are displayed. The closer you are to what the company is looking for, the higher in the range your starting pay will fall.
